Child has a slight speech delay & comprehension issue with somethings in cl. The cl is half regular ed. ?

& half spec. ed & he get 80s to 100% on all his test math,history, sci. but yet they want to hold him back in 1st grade for a 2nd time. Concerned Dad needing help im starting to think its a race issue also?
