Boyfriend in prison up for staff initiated release?

My bf is in Newton ia minimum security prison for 3rd offense OWI while on parole. He was sentenced to work release and community based treatment. Now the dept. of corrections and board of parole are fighting saying he is stuck between technicalities and legalities? And the Attorney general is involved. I guess they are trying to base this on old offense from 2006 but from what I understand this is considered a new charge. I am really confused! This friday he will have a hearing to be reclified and SIR which is staff initiated release. Can the board of parole overturn what a magistrate judge has sentenced him too? And what exactly is staff initiated release? And why would he be re-clified? He was on a waiting list for the halfway house but they have taken him off now. If you need more info let me know I just don't understand all of this! thank you!
